Agenda Items
Area of Top of Beach Road - Clerk has checked with NCC and has
now got a copy of licence that was given to the parish council.
This is an agenda item for the open public meeting in April.
Environment Agency - Clerk to chase response from the EA regarding the broken support beam at Mill Lane and copies with photos to be sent to Barbara Young the chief executive of the EA. The EA have reported that they will be working on the sea wall during the summer.
Speed Guns –The clerk was asked to invite Sergeant O’Halloran, PCSO Jeanette Hawes, Stalham Police and Sergeant Hood from Acle Police to the open meeting in April and ascertain if they will be attending.

Road Signs –NNDC reported to the clerk that the street signs are to be installed by the end of March 2008,
Public Toilets – Cllr Partridge reported that the public toilets are to be completed by this summer. There will be a need for temporary toilets whilst building works is going on. There are changes to the original plans. Clerk to contact Sheila Oxtoby requesting a copy of this.
Beach Signs –NNDC have agreed that under the byelaws that no horses on the beach sign are removed and the no dog sign be worded according to the byelaw. Clerk to ask NNDC to put this right before Easter holidays. Cllr Partridge to be copied this also.
County Councillor Report – Not available.
District Councillor Report – As Cllr Price had to leave the meeting early; the Chairman agreed this to go to the top of the agenda. Cllr Price has asked the Happing Partnership for funding for the speed guns but has not had a response from Stalham police. He reported that the council have £250,000.00 to catch up with the outstanding street signs. Cllr Price said that with regards to the public toilets, he is awaiting revised plans as there has been some minor re-design around the entrance to the gentlemen’s toilet. Construction should commence in April. Cllr Price said that approximately 600 of the flood questionnaires had been seen by the council and are being analysed and he expects to have a meeting with Brian Hannah and he will report back. Cllr Price is not able to attend the next jet ski committee but has assured the parish council that nothing will be decided without the pc being fully considered.

The minutes of the January meeting were signed as a true record to after an amendment to the fly tipping, Cllr Vacca did not object to the lorry getting stuck in the mud but a lorry attempting to drive up the track.

Matters Arising –
Area of Top of Beach Road - Parishioners
with allotments will voluntary look after the triangle. There is £200.00 to
spend on plants, reeds etc. Clerk
to check with NCC and to ask for a copy of licence that was given to the parish
council. This is an agenda item for
the open public meeting in April.
Bus Shelter –The Bus shelter will hopefully be completed by the end of February. Able Engineering has reported that it is in production. £2000 is to be drawn out of the business account to cover the V.A.T. payment, proposed by Cllr P Weston and seconded by Cllr McCrindle. When the V.A.T. is reclaimed it will be put back into the business account. Cllr Vacca asked who would be responsible for the cleaning. It was agreed that after the bus shelter is erected the parish council would possibly advertise for a cleaner. Cllr M Weston asked whether there would be a seat and a bin. NNDC are to be asked whether existing bin to be moved or a new bin is needed for the shelter
Environment Agency - A letter has been sent to the EA regarding a broken slab supporting beam at Mill Lane. A photo was taken by the chairman to be kept on file as evidence. It was reported that the EA are intending to carry out repairs to the sea wall this summer.

Speed Guns – Sergeant Hood at Acle was contacted and leaflets were
sent to the clerk for distribution to the councillors.
This is to be discussed further at the next open meeting.
A letter is to be sent inviting the police to attend the next open public
meeting.
Meeting re Tourism – A brochure has been produced and will be inserted into Mundesley booklet.
Road Signs –Clerk has contacted Chris Cawley several times but has had no response. It was agreed that A letter to be written to the Chief Executive and leader of the council. The previous offer of £250 towards funding for this project will be withdrawn due to the delay of NNDC’s part in production of these signs. A current list of outstanding road names to be compiled by the Clerk. The chairman said that by law, the council had to provide road names.
Fly Tip – The land is owned by Harris’s farm, therefore NNDC cannot do anything, as it is private land. Mr M Harris did set alight to the tip and has been reduced in size. He has requested that a “no fly tipping” notice be inserted into village magazine.
Relief Car Park – In a reply from the EA. It was advised that we can use this compound but not in August. Clerk to write to the EA and advise that we do charge, that we are insured and would repair any damage to the pound. Cllr M Weston suggested a new sign, saying what the money is used for. This is to be discussed at the next meeting. It was agreed that the job of manning the car park be advertised.
Village Magazine – Cllr P Weston has advised that she has resigned from producing the magazine and this is being taken over by Mrs Shirley Johnson.
Tape Recorder for clerk – It was agreed at a previous meeting the clerk could spend £100 towards a tape recorder. A device has been found that has a conference facility, for an approximate amount of £146.00, This was proposed by Cllr P Weston and seconded by Cllr Mann that the clerk could purchase this type.

District Councillor Report – Cllr Richard Price said he did not attend the Jet Ski working party meeting. The council carried out investigations in all the potential sites in North Norfolk. The best site was found to be Sea Palling so far but four sites are still being investigated further. Cllr P Weston said she was disgusted with the working party... Cllr Price said that the parish council would be involved at the next stage. The parish council was annoyed to have read about the proposals in the newspapers. The clerk was asked to write to the leader of the council and the

Beach Signs – Regarding these signs at the bottom of the ramp stating ‘no dogs and no horses’ which were not accurate. The clerk was asked to write to NNDC and ask for a change of the wording of the dog sign and the removal of the horse sign before the Easter holidays.

Dial A Bus – Correspondence received from Happing Partnership to be read by all Cllrs and returned to Cllr Russell within a week.
Pantomime – Cllr M Weston advised that he would like to form a committee to fund raise for this years pantomime as last years was a great success. Cllr Vacca expressed concern regarding the number of fund raising within the village. Cllr Mann suggested that a village event with all charities involved could be a better idea. Cllr Vacca explained that this had been tried before and did not work. A member of the public suggested an amount of money be collected from parents on a weekly basis.

letter was received from Mrs J Copland regarding a rubbish tip situated near the
church. A letter was also received from Mr J Fiske regarding the bus shelter.

The
chairman welcomed the new clerk and thanked P Weston for standing in as clerk in
the interim.
PRESENTATION BY CAROLYN HAYDEN – PARISH PLAN
– a presentation was given by Carolyn Hayden and should the parish council
wish to have a parish plan, the first step would be to arrange a public meeting
where she would attend. She advised that this should be made a ‘fun’ meeting
with certain things going on and the aim being, to form a committee. After the
committee has been formed, they can then apply for a grant to see this project
through. The chairman thanked Carolyn for her attendance.
Matters Arising
Gritting of School bus route – The
clerk is to chase up responses.
Bus Stop – There were two letters received giving objections to the new bus stop
location. Both residents believed that the bus stop was to be sited too near to
the farm entrance. The parish council will enquire as to its exact position and
advise them of this. Mr Mark Harris also objected to the project due to children
passing over the entrance to his farm but Cllr Vacca stated that this is a right
of way and people are allowed to walk over this area.
The chairman advised that there is the possibility of a grant for this
project, which the parish council are trying to act upon. District Councillor
Price reported that the Happing Partnership has information regarding some
monies available for road works and will pass on the information to Cllr P
Weston on Wednesday.
Area at top of Beach Road–If completed, the new bus shelter will be using most of the Relief car
park money, it was decided that this project (triangle) will be ‘shelved’
until more is known of the bus shelter. It will then be resurrected when more
money is available. Cllr Vacca
mentioned that the sign in Ingham is similar to that which that parish council
proposed to highways, whereas highways advised the parish council that this was
not permitted on the triangle. The
clerk will look into this and report back.
Beach Road/Speed Guns –The clerk has details of the correct people to contact, however, they
have not replied to the two e-mails sent. She will endeavour to contact them by
telephone.
Norwich Union Insurance – The parish council have received more information from Came & Co
regarding a new policy for parish councils. The clerk has asked for a quotation.
Flood Siren Consultation Process
– Cllr Mann and Cllr McCrindle have volunteered to attend the meeting at
Bacton on Wednesday, January 9th, 2008. Cllr price asked if the
parish council has received a questionnaire and was told no.
Carbon Footprint –Cllr McCrindle read a report on carbon footprints.
RNIL 150th Anniversary -A resident wrote to the parish council regarding the 150th anniversary of the RNLI’s presence in the village and suggested that something be done to commemorate this.
The parish council wrote to the PVRS and received a reply that they would not be interested in doing anything as the RNLI have not been involved in the village for many years.
Cllr Vacca advised that she had telephoned the RNLI and been advised that next year is not the 150th Anniversary but much later. It was decided therefore that the parish council will possibly do nothing more regarding this subject.
Norfolk Records Office – Following a letter from a local resident, old documents and photo’s have now been lodged with the NRO.
Tape Recorder – It was agreed that the new clerk is able to buy a recorder for use at meetings. Proposed Cllr. Mann, seconded Cllr Blyth.
Mower for the playing field – Cllr P Weston stepped down from the meeting as she needed to speak on behalf of the playing field. This was discussed and it was agreed to investigate further. Cllr Vacca was asked whether it would be possible for the playing field to hire the church mower and she will investigate and report back. Mr Mark Harris suggested that it would be better for the work to stay with a contractor, as there is no maintenance required. This will be discussed further by the playing field and reported at a later date.

Letter from Mrs J Copland – Letter complaining about rubbish area by the church.
Cllr Vacca explained that this was previously being burnt at regular intervals, whereas the gentleman is now too old to do this. This is becoming a more popular dumping place for parishioners and the parish council will look into this.
NALC – The parish council has received a bursary grant for the clerks training in January.
The parish council need to pay the remaining £20.00, proposed by Cllr Vacca and seconded by Cllr M Weston.
Deer Sign – Correspondence between the parish council and Carl Dawdey advised that the missing deer sign would be looked at again.
Report from the playing field The chairman read out the report and this will be discussed at the open meeting next April.
Road Closures – Details were given of road closures in Clink Lane in January. Details will be displayed on notice boards.

meeting’ (relating to September minutes). ‘Cllr McCrindle took the chair
when the chairman left the meeting.’ Item No. 14 – Norfolk county parish

1. Coastguard Cottages – The resident concerned has indicated that she will write to the Housing
Association and contact the parish council should she wish for some support. The
clerk has written to Sarah Price regarding the broken fence and advised her of
the Housing Associations address.
2.Parish Plan –
Cllr McCrindle advised that Carolyn Hayden has been invited to attend the parish
council meeting on the 11th December and she has accepted the
invitation.
3.Picnic Spot
Award – £200 has been
received. The Church were also given bread rolls for their quiz night. The
parish council will write to thank Warburton’s and NNDC, Karl Read.
4Cobbled triangle –
It was decided that the parish council will find out the cost of new signage
before making a decision on this matter. NCC have offered to add the triangle to
their maintenance schedule.
5.Gritting of School bus route, Norfolk County have advised
that this cannot be done It was agreed to write back to query the decision and
to copy in Chris How and to try to get support from ‘Feline’ the coach used
for this.
6..The Marrams –
Following a meeting between the chairman and NCC, they have advised that they
are not able to change the speed limit to 20 miles per hour, however, reflectors
have been installed.
7. Bus Stop – NCC
have advised that they do not have any objection to changing the place of the
bus stop but we have to get Mr Peter Cudby to authorise this.
8.Beach Road – NCC
have advised that the speed limit in Beach Road cannot be changed. Cllr Vacca
asked that the parish be given the chance to use the speed guns (as in Hickling).
Clerk to contact the Police regarding this.
9.MILL LANE –The
clerk has written to the Environment Agency and is awaiting a reply.
10. FOOTPATH. 4.
–Following a discussion with Cllr Vacca, the clerk has written to Sarah Price
to ask when the stiles will be removed.
11. PRECEPT – The
precept was discussed and it was agreed to ask for £4500.00. Proposed Cllr M
Weston, seconded Cllr McCrindle.
Cllr Vacca mentioned the amount set aside for the playing field and it was
explained that since its conception in 2002, the parish council have budgeted at
least £1200.00 for the maintenance of the field, together with a contingency
for emergencies. It was explained, once again, that this is a legal contract
between the parish council and the Community Trust, the parish council are
ultimately responsible for the playing field. A local resident, asked what the Community Trust pay towards
the playing field, Cllr McCrindle advised that they are committed to paying the
annual insurance, the annual inspection and for replacement of existing
equipment or new equipment. Cllr P Weston advised the resident that when he has
seen the legal document, which he has been invited to do, he would be aware of
its contents.
Cllr P Weston advised that the playing field were talking of the
possibility of having their own ride on mower. With volunteers doing the mowing.
The chairman asked the clerk to look at the costs involved.
A local resident, mentioned that the £2000 from the charity car park to
the playing field could be used for this. Cllr P Weston explained that this
money was to be used for the access to the field beside the playing field.
District Councillors Report – Cllr. Price sent apologies that he was unable to attend. He advised that he is now on the board of the Happing Partnership, together with details of forthcoming meetings.

Letter from Resident– A resident wrote to the parish council regarding the 150th anniversary of the RNLI’s presence in the village and suggested that something be done to commemorate this. The parish council agree in principle and will write to the PVRS for their comments.
Letter from Resident – A local resident wrote to the parish council to ask that all old records belonging to the parish council be lodged at the Norfolk Record Office. It was agreed that this is a good idea. Cllr P Weston advised that she also has a lot of old photo’s which they may also take. Clerk to contact the records office Proposed Cllr Vacca, seconded Cllr McCrindle.
Dog bin in small car park – The clerk has written to NNDC to advise them of the situation.
Letter from resident– A local resident, was asked if he had anything to say regarding his letter of the 22/10/07, but there was no comment. The clerk replied on the 31/10.07 to explain that he could make an appointment to see the Relief Car Park book and spreadsheets and the agreement between the Community Trust and the parish council for the playing field but to date he has not done so.
Relief Car Park – Cllr M Weston asked if anyone wanted to say anything regarding the dealings of the car park. Cllr Vacca said that she had an observation, which was that Cllr M Weston had manned it through the year and had earned £20 per day as wages. She believed that this position should have been advertised and that the failure to do so questioned the integrity of the parish council.
Cllr M Weston explained that it had been agreed in March 2007, with the previous parish council, that he would look after the car park again in 2007. He explained that £20 per day had been agreed by the parish council in 2005 as the daily rate of pay. This job was advertised in 2006 but no one applied. Cllr M Weston asked the previous parish council if they would like him to work it, as otherwise the village would not benefit from its takings.
Also in March 2007, the previous parish council had been asked by Cllr M Weston to contact the EA to seek approval for use of their pounds, but there is no record of them ever doing so and it is not mentioned in the minutes of the March meeting, however, the approval of the parish council is noted in the minutes, it mentions that it was proposed and seconded but not by whom. At this point an ex-councillor stated that the previous parish council were unanimous in voting for Mr Weston (not a councillor at this time) to continue as per last year and confirmed that no letter had been written to the EA. Cllr M Weston then suggested that the omission of names for proposed and seconded should be ratified, this was agreed and proposed by Cllr M Weston, seconded by Cllr Mann.
Cllr M Weston advised that both last year and this year the revenue has been totally transparent which includes reporting the results to both parish council’s and maintaining a separate bank account and spreadsheets. A member of the public asked if Cllr M Weston was taking £20 per day as wages and was advised that as previously stated, yes.
It was agreed that the parish council approach the EA for use of their compounds during 2008. Proposed Cllr McCrindle, seconded Cllr Blyth.

– Two applications have been received. It was agreed to arrange interviews for
the beginning of November or perhaps prior to the next meeting.
The previous minutes were signed as a true record following an amendment regarding Cllr D Russell who had left the meeting whilst a matter was discussed regarding a letter from Mrs J Spencer.
Matters Arising
1.Church Footpath - Cllr
Vacca advises that the church footpath ok.
2. Coastguard Cottages – We have had a reply regarding the footpath. It advises that due to the
amount of dog excrement it would not be able to put in a maintenance plan to
have it cut three times a year. It was agreed to offer support to the owner in
getting the housing association to install a proper front door. Clerk to follow
this forward.
3.Parish Plan –This
was discussed in the open meeting and it was agreed to ask Carolyn Hayden to
attend a later meeting to discuss the questionnaire that needs to be circulated.
4. Update on new toilets – The District Council have been asked to install a double sided sign to the left of the ramp, showing the way to the toilets.
6.Health & Safety: Amusement Arcade sign – A letter was sent to Mr Roberts at the Arcade, since when he has moved the sign.
7.Double Yellow Lines – The p c have received a letter from the Sergeant at Stalham Police Station which states that there are restrictions on parking by disabled drivers and that should any cars be causing problems, we should telephone the Police.
9.Cobbled triangle
– This was discussed at the Open Meeting. It was agreed to gain further quotes
for this work to be carried out and to check again with NCC whether this could
be done.
10.School bus route gritting, This was discussed in the Open Meeting. Details have been received
asking for the route of the school bus. The p c are to forward the route and ask
again that this be gritted during bad weather.
11.C.A.B. – account
book received. It was determined that 76 residents sought advice from the CAB in
the previous year.
12.THE MARRAMS –

– Sarah Price, public right of way, Norfolk county parish council, has written
to Mr Cook and Mark Harris to advise them that the stiles on their land can be

end of footpath No 4 where it comes out onto Ingham Road, for safety purposes.

The parish council were very keen to be included in all aspects of discussions regarding this and Cllr Price advised that this has been made plain to the people concerned.

8.Complaint re Jet Skis - Cllr Mann had a word with the owners of the jet-ski shop who were not aware of any rubbish left by jet-ski people, it was agreed that rubbish can be left by any member of the public.

& Safety: Amusement Arcade sign
Cllr Mann had a word with the owner of the arcade who
advised that he left the sign in the road to ensure that children were safe. It
was agreed by the parish council to write to the owner to advise that this is
against the road traffic act and that should he not stop putting this sign in
the road, which in itself is dangerous, then this will be reported to Norfolk
County Council.
10.Double Yellow Lines – The clerk needs to write to the sergeant at Stalham Police Station.
11.PANTOMIME
TRIP -_ Cllr P Weston advised that there were a lot more children in the village
than was envisaged. It was agreed to put a notice on the boards to see how many
people apply. She has provisionally booked 90 seats at the theatre although it
may be necessary to increase this amount. It was asked if there was anything
planned for the older generation and it was explained that this could be
discussed at the open meeting in October. (Cllrs C Mann and A McCrindle declared
an interest in this matter and did not participate in the discussions).

9.Cllr McCrindle

wages), to the village hall. Cllr Weston reported that he has taken £3373 this
year and he is owed £360 for attending the car park at £20 per session.

May minutes state that this has not been done. The clerk was asked to write

Sub-Committee
Clerk was asked if Winterton Parish Council responded to her email asking about their parish plan. Clerk confirmed no response was received. The parish council agreed to the sub committee, being Cllr McCrindle, Cllr M Weston and Cllr C Mann. Terms of reference are to be agreed and presented at the next parish council meeting. First consultation with public will commence at the October open meeting.
8. Update on new toilets – The clerk was asked to send a letter to NNDC to complain that the new toilets should have been finished by May 2007. The portable toilets have caused a great deal of distress to visitors and this is not a good advert for a blue flag beach.

Senior Flood
Warden – Report
Chairman declares interest and explains he is giving the report as flood warden. Report read out and clerk to write to Steve Dorrington, NCC Fire & Community Review Panel Chairman. Clerk to express that parish council supports the retention of the sirens and to give explanations for why the new warning systems would not benefit us.
Clerk to also contact Corporate Communications Unit at Norfolk Constabulary to ask that the council be represented on reviews.
New Agenda Layout
All parish councillors were given a copy of the proposed new layout for the agenda. All agreed to adopt layout. Proposed by M Vacca and seconded by A McCrindle.
Picnic Spot Award
Chairman announced that Sea Palling had been awarded a best picnic spot award by Warburtons Bread. He advised that a parishioner had proposed using it to have a bench sited outside the new toilets. Decisions on how to spend the prize money will be made at the next open meeting in October.
Complaint re Jet Skis
A member of the public has mentioned to Cllr Vacca that the jet skiers who
frequent Sea Palling beach have been leaving lots of mess on the beach. Cllr P
Weston said that cleaners attend to the beach everyday. Cllr Mann stated that he
visits the beach everyday and has not noticed the reported litter. Cllr C Mann
to speak to Jet Ski shop owner to ask him to remind clients to clear up any
mess.
Health & Safety:
Amusement Arcade sign
Cllr Mann expressed concern regarding the signs for the amusements being
placed in inappropriate places which could pose a health and safety issue.
Tractors and cars need to swerve to avoid them. C Mann is to speak to owners.
Double Yellow Lines
Cllr McCrindle reported that drivers have been flouting rules of double
yellow lines. Chairman stated that he has previously tried to contact
authorities/police regarding this issue but had no reply. Clerk to report this
to sergeant at Stalham station.
Items missing from minutes – Cllr P Weston advised that 3 items have been dropped from the minutes and should be re-instated, they are as follows:
1. New street signs were ordered last December and the p c agreed to
sponsor these with £250.00 from car park monies. They have since been dropped

that the parish council send all the children in the village to the pantomime
this year as a treat. She advised that this would cost in the region of £1000.00

District Councillors Report
District councillor, Richard Price, reported that due to recent bad weather and precautions, the illegal raves have been stopped for now. The last court hearing regarding the raves was 6th July 07. Cllr Price also reported that he had been focusing mainly on the flood sirens as well as the Broads Authority’s Local Development Framework. He is also now on the Licensing & Appeals committee.
Publication of Draft Minutes – Mary Vacca
Cllr Vacca explained she was confused over the publication of the draft minutes. Cllr P Weston explained that approx 7 years ago it was agreed at a meeting to display the draft minutes, possibly so the parish council could be seen as ‘transparent’. Cllr M Weston added that they very rarely are changed from the draft version anyway. District Cllr R Price added that they can come in handy as people who attend the meeting can see the draft mins and bring up an item that was missed off at the following meeting.
It was decided that the draft minutes would continue to be published on the seapalling.com website as before.
Pedestrian Walkway/NNDC Car Park
Complaints have been made regarding the poor state of the car park and the walkway alongside it. It currently poses a threat to pedestrians using the walkway as the vegetation is causing them to walk in the road.
Cllr M Weston mentioned that it might be an idea to pave the walkway. Richard Price suggested using recycled material such as tyres, which are recycled to make safe surfaces. It was decided that the clerk should also write to NNDC regarding this issue.
The chairman suggested that the clerk would benefit from using a Dictaphone at meetings; however, the clerk did not feel that this was required.
Parish Plan
Cllr A McCrindle reported that a topic that comes up most regarding what would be in the parish plan is affordable housing and rental accommodation. On request of Cllr A McCrindle, the clerk emailed Winterton on Sea’s parish council to enquire how they found the parish plan as it would be of the same scale as the one for Sea Palling. A reply has not been received to date. It was decided that this would be put on the agenda for the next open meeting.

Carolyn
gave a presentation about what a parish plan is and what it can do for a
village/town. She gave an insight into how a parish can come together and
produce a record of certain issues that are paramount within the community. It
would be something that involves the community and not just the parish council.
There would be a steering group set up which would work together to produce a
detailed plan to focus on the parish’s needs. The findings would be the result
of surveys, questionnaires, discussion groups etc. She explained how a parish
plan demonstrates strong evidence of requirements within a village that bode
well with organisations such as the Lottery.
The particular charity which Carolyn belongs to; Norfolk Rural Community
Council, would be willing to offer funding for the plan of up to £1500 or 75%.
She also offered to personally support the plan by attending steering group
meetings if our particular parish wanted to go ahead with the project.
Leaflets/information
was distributed amongst cllrs and public (who attended) and copies of other
parish plans from surrounding villages were passed around for perusal.
Chairman commented
that the possibility of going ahead with the parish plan would have to be
consulted with the public first.
Visit from PCSO Jeanette Hawes (& Sergeant
O’Halloran)
Police Community Support Officer Jeanette Hawes came to speak about her
role in the community and answered questions from public and councilors.
She explained how her role is to engage with the public to encourage a
safer neighbourhood in a non-confrontational manor. PCSO’s have 62 powers but cannot make arrest, although they
can detain a criminal until a police officer arrives. They can issue tickets for
dog fouling and littering etc. They do not carry such devices as batons or
handcuffs. They do not have the power to stop a vehicle. There is a set time for
visits to parish’s, usually an hour a week for each.
Jeanette explained that there would be fact sheets regarding burglaries
going around to local post offices. Regarding the raveline, they explained that
you could call the control room or 999 (or 911). The control room number is 0845
456 4567 and can be used for all incidents and they will then be directed to the
appropriate people depending on the level of urgency/importance.
It was asked of the parish council that a section regarding the RNLI
station robbery could be put into the local magazine; mainly regarding a jacket
that was left.

Declaration of Interests – Following
the May meeting many cllrs felt that the declaration of interest rules need to
be made clear to ensure the council is running properly. The chairman announced
that he had asked NNDC monitoring officer, Emma Duncan, to attend a meeting to
explain to the cllrs but she stated she did not have time to. Cllr Vacca
commented that this was unsatisfactory which was the reaction felt by all. After
discussions it was agreed to invite Jim Page from NCAPTC to attend and speak
about the matter after district cllr Richard Price spoke to him and to ask Emma
Duncan to attend again.
